CISL update for conda users

Our previous recommendation in a heads up for conda users about not using Python versions 3.8 or later no longer applies. We cannot now reproduce the failure modes that resulted in the "BlockingIOError: [Errno 11]..." message on Cheyenne and Casper, and we no longer recommend limiting your use to version 3.7.

Reminder: HPC systems and NWSC maintenance downtime in May
