Updated: Conda/Python documentation for NCAR HPC users

A new, expanded version of the documentation for using Conda and Python on NCAR HPC systems is now available. In addition to other changes, Using Conda and Python includes details about the new update schedule for the NCAR Python Library as well as information to help researchers decide whether to use the managed environments CISL provides or create their own environments.
